After Western Massachusetts Electric Co. (WMECo) proposed a pilot program to install pre-payment meters in low-income homes, we filed a motion to dismiss on behalf of the Low-Income Weatherization and Fuel Assistance Program Network and Massachusetts Energy Directors Association (Word file). The Massachsetts Department of Public Utilities dismissed the WMECo pre-payment meter proposal because pre-payment meters cannot comply with Massachusetts law, including the Department's customer proection regulations (Acrobat file).
